MEMORANDUM FOR: Director of Central Intelligence
SUBJECT . Revisions to Republic of China
National Policy Paper
1. Paragraph 5 requests action by the Director.
2. When the National Policy Paper on the Republic
of China was submitted for Agency approval in April of
this year, we recommended, and you so advised Mr. Rostov,
that we could not approve the paper unless certain
changes in the intelligence judgments and policy recom-
mendations were made.
3. The Policy Planning Council staff has now pro-
posed changes in the paper in response to our questions
and those advanced by other agencies, and requests
telephonic approval of these changes by COB 16 June.
4. There is unanimous agreement among the res n-r-
sible officers of the DDI and SDP that the changes are-?
acceptable and that they remove our earlier objections"-
to the paper.
5. I therefore recommend that you approve the
changes and concur in the paper by signing the attack.d
memorandum to Mr. Rostow.
