F. Raborn Director of Central Intelligence I concur with the recommendations contained in the draft report on COMINT requirements. The efforts of the Group in preparing the report represent; a valuable first step in collating and analyzing the requirements. However, I think that subsequent work must consider in more quanti- tative terms such questions as determining the marginal value of satisfying the more difficult features in each requirement; or establishing relative priorities for each requirement so that, as new ones arise, consideration can be given to relaxing performance requirements or even dropping less urgent requirements. In other words, we need to develop concepts and procedures that will help us to judge whether the extra resources required to meet various COMINT requirements are best used there or in other types of intelligence collection. Clearly, such analyses will dupond on developing better procedures for estimating ,he costs of alternative programs of COMINT collection and production. They will. also depend on analytic contributions from all users and producers of COMINT.
