I continue to be gravely concerned over the apparent inability of the
intelligence community to reso=ve the dichotomy of opinion on the
subject of Soviet SAM/= sites. I can't overemphasize the importance
of deter ining the capabilities and intent of the various deployments
we see taking place in the Soviet Union. Our entire strategic posture
and the actions we should take to protect and enhance it, are extremely
sensitive to information in this area.
I have energized and continue to push DIA to exert their very best
,efforts on this problem. 'Specifically, the DIA Scientific Advisory
Committee is conducting an intensive study of the SAM/ABM question,
:nth an interim report of their activities e.~)ected to be available
about mid June 1966. DLA personnel, in addition to the Advisory
Committee, are carrying on an analysis due for completion in early
June. in the period June 6-10, an all-source, all personnel meeting
will be held in Huntsville, Alabama, to integrate all of the facts and
opinion. I expect to be briefed on the results of these efforts about
June 22, 1966.
I urge you to apply the considerable talents of your people to this
problem. 1__ is imperative that we resolve this issue at the technical
level as soon as possible. I shall be most happy to meet with,you on
this subject and would welcome a briefing by you and DIA on the results
of your separate and joint activities.
