We, too. find we have a pressing need for personnel trained In the techniques of the planning-programming-financial management system. 2. We realize that the course to be started 1 :ugust 1965 is designed pri- marily to offer an additional qualification to military officers and civilians who are particularly concerned with systems analysis and force pianists% in the Department of Defense. However, the Central Intelligence Ageecy would be most grateful if you could find it possible to expand the enrollment and include one or two of our senior career officers in the 1 August 1965 running of the course. We feel that selected CIP personnel could derive a great deal of benefit from such a course and it would be especially advantageous for those *spied in financial management who work closely with personnel sinsilarly engaged in the Department of Defense. 3. U you find it possible and convenient to offer the benefit of this course to other agencies, we would also like to include two senior career officers in each subsequent running of the course. We would, of course, ensure that such can- didates would meet your criteria for selection. The new course, leading to a master's degree, will convene for the first time on August 1 of this year. It will be conducted by the Institute for Defense Analyses in cooperation with the University of Maryland, which will be the degree granting institution. The first class will have approximately eight officers from each of the three services and two to four civilians from the Department of Defense. The course was established to meet the critical shortage within the Defense establishment of personnel trained in the techniques of the planning- programming-financial management system. While many military and civilian personnel have studied national security policy and have trained in operational research, engineering and economics, the task of choosing weapons systems and cetermining force levels requires a particular combination of these disciplines and the ability to relate cost and performance considerations to national policy objectives. The course of stndy will consist of three academic semesters. The curriculum will include courses in economics, mathematics, statistics, math- ematical operations research, and strategic studies and analysis of Defense policy deCisions. In the final phase, students will study politico-military situations, reviewing Department of Defense studies and completing thesis work. , Qualified military officers and civilians now are being screened by the various services. Minimum qualifications for selection include a baccalaureate degree from an accredited institution, demonstrated proficiency in mathematics, including credits in differential and integral calculus, and overall qualifica- tions for a first year course in mathematical statistics. Graduates of the course will be assigned to the Joint Staff, the staffs of the Military Departments, and the Office of the Secretary of Defense in branches that are particularly concerned with systems analysis and force level ionnning. The course originally was conceived by Assistant Secretary of Defense Charles J. Hitch. nading, planning and programming responsibilities are assigned to the Secretary of the Navy.
