I concur in your dispatch of a special TDY
augmentation to Saigon to assist in developing tech-
niques to improve covert intelligence collection. I
do not, however, believe that the team should have an
inspectoral function for the overall reporting system.
I believe that we do require a fundamental
review of the adequacy of the reporting system from`.
which should flow recommendations for its imurovement
but it should be a joint program involving all of tWE&
affected members of the Country Team.
