C. 20301 DEPUTY DIRECTOR OF DEFENSE RESEARCH AND ENGINEERING MEMORANDUM FOR THE DIRECTOR, CENTRAL INTELLIGENCE SUBJECT: Exchange of Correspondence The attached copies of correspondence pertain to a situation that may cause some difficulty for the individual concerned. He thinks that a person in Poland has information of value to the U. S. Defense Department but has not described the nature of the information sufficiently so that a judgment can be made as to whether it is, in fact, useful. Our first reply of 21 July was based on the feeling that it probably was not worthwhile to follow up, and that it might represent an attempt to use this as a means of enlisting U. S. support to get the man out of Poland or possibly to embarrass the United States. In reply on 6 August, indicates that he is going to Poland, a fact not mentioned in his previous letter, and he wants a contact from the U. S. Embassy in Warsaw for a meeting with the inventor. There is still nothing that would indicate that the inventor has anything of interest, and our experience with approaches of this type are generally fruitless. Furthermore, the possibility of embarrassment to the United States or hazard to the individuals is increased by the trip. Accordingly, a letter (copy also attached) has been sent sking that he take no steps on behalf of the Department 51 e ense to contact the inventor. Sir= Last year while I was traveling in Poland, I met an inventor, who claims to be the posscs:.or of an important military invention. Although I am not at liberty to divul-c cny informa- tion regarding this invention beyond describing it as'a tan:: destroyer, I can tell you that the invention w s tested against several Geri..an "Ti:rcr" t.=.n':s during the last war with devastating result for the tans. Of course the inventor has no way of 1nowing whether this country already has such a 1roapon in its arsenal. But, if this matter seems worthy of investigation, such investigation would soon clear up any doubts on the matter. The inventor states that tine is of the essence and if some member of our Polish embassy voule: contact him, he would be willing to negotiate with him. I would be happy to furnish his address should you be interested.
