I am pleased to see that we have jointly arrived at an excellent
base for improving our National ANT posture. The sensitive
flights which you address I believe of necessity should be so
noted in DI.A, as you suggested. However, there was no intent
to either validate or control these flights from an organization
such as DIA. I recognize that there are higher level procedures
'which must of necessity, and appropriately so, validate and control
these flights.
The subject of evaluation (Item H), as you have suggested, has
been forwarded to the Director, NSA, who has informed me that
it will be considered along with other suggested changes by the
BUNT Advisory Group. As you are aware, the actual wording will
be a negotiated item among the several participants. I assure
you, however, that the intent of your wording will be fulfilled.
