Dear Mr. Secretary.
I am attaching for year information a CIA mexuo on
the highly unstable situation In the Sudan which is marked
by a rapid increase in the influence of the Sudanese Com-
munist Party. Tensions seem likely to Increase and the
danger of violence is acute. A threat to American lives
and property is a continuing one.
I am sending a copy of this memo to Secretary Rusk,
Governor Barran, and Mr. McGeorge Bundy.
