As requested by SHAPE the United States has reviewed its position on
the NATO alert measures contained in SACEUR's new Alert Book (SHAPE
16(4/63). During the review consideration was given to SHAPE proposals
contained in the Report of the Meeting on SACEUR's Alert System, held
at SHAPE, 10-11 June 1963 (SHAPE 1210/20 dated 31 December 1963).
The United States position is as follows:
STATE OF MILITARY VIGILANCE
The United States reaffirms its previous position. Authority continues
to be delegated to SACEUR to declare a STATE of Military Vigilance for
assigned forces. This applies to the following measures:

SACEUR AUTHORITY TO DECLARE SIMPLE ALERT IN AN EMERGENCY
In the event of a sudden and acute emergency of such a nature that
time would not permit following the normal procedure for declaring
a Simple Alert, the United States delegates this authority to SACEUR,
but not to his Major Subordinate Commanders. This delegation of
authority does not extend to those measures on which the United
States has placed reservations (:ategory iil). These measures will
he given immediate consideration by the United States and SACEUR will
be informed of their status after declaration of Simple Alert.
