If time does not permit discussion of all items at this first session, we can pick up those not covered at future sessions. The first item concerns the Trailwatcher Program in Laos. Many months ago, the Chiefs were made acquainted with the scope and results of the program; however, I am sure that the program has changed considerably in the interim. The second and third items which I have in mind really are one: namely, a run-down on CIA clandestine intelligence capabilities in North Vietnam and in South Vietnam. In connection with the latter, I know that the Chiefs would appreciate a feel for GVN clandestine intelligence capabilities inside their own country as a measure of our capability to ascertain some knowledge of the military and political plans and intentions of the Viet Cong. On the part of the Chiefs, I understand that you are personally interested in our contingency planning with regard to U. S. facility of operations in France. SECRET JCS review(s) completed.
