Just prior to his departure for Saigon, General Taylor asked
that I reply to your letter of June 18th which expressed your interest
in the Southeast Asia war game now being considered by the Joint
Chiefs of Staff.
The groundwork for the exercise is just now being laid. Your
comments on the last game are pertinent to the preparatory work, and
will be made available to the Joint War Games Agency, as the organi-
zation having Joint Staff responsibility for the mechanics as well as the
substance of play.

Very generally, the proposed game will postulate a situation
characterized by deteriorating international relationships, internal
social and economic pressures, and instability of national governments
of Southeast Asia. Against this backdrop, the probability and implications
of overt ChiCom introduction of armed forces into certain Southeast Asian
countries will be examined. The results to be developed are the most
probable ChiCom and US political and military objectives, strategies and
constraints, and their international implications.

as details of the exercise are developed.
