I wish to extend an invitation to you to participate in a second
politico-military game concerning the situation in Southeast Asia.
This game, entitled SIGMA 11-64 (U), is being conducted for the
purpose of re-examining United States and probable Chinese
Communist political and military objectives, strategies, and con-
straints with respect to Southeast Asia. It is also for the purpose
of considering the major political and military questions that should
be answered prior to making a decision to commit substantial con-
tingents of US Armed Forces to combat in that area.
Invitations are also being extended to senior officials of the
White House Staff, Departments of State and Defense, United States
Information Agency and the Pacific Command.
I hope that you can join me as a member of the Blue Senior Policy
Team for this game. The team will meet at 1700 hours on 10, 15
and 17 September, in Room BC 942A, Pentagon, for approximately
one and one-half hours each day. If you are unable to attend, would
you designate an alternate?
I wish also to invite the participation of one other senior official
from your organization as a member of the Red Senior Policy Team.
Finally, we would ask for three other individuals, knowledgeable in
Southeast Asian Affairs, to participate as members of action teams.
Your designated point of contact in CIA is requested to get in
touch with Lt. Colonel Paul J. McClure, Jr., of the Joint War Games
Agency of the Joint Chiefs of Staff,for the coordination of further details.
