to further amend the Mooing Persons Act to cover certain persons
detained in foreign eotatries against their will, and for other qur arses. "
Approval of this legislation will facilitate the future handl it g of such
cases by the C*ndtrai l teiligence Agency.
You may recall that several years ago this Agency suggested
to the Air Force the need for this legislation and requested the Air
Force to sponsor it. I take this sccssion to commend the very fine
assistance and cooperation provided by,t to Air Force and particularly
by the Office of Legislative Liaison. the Directorate of Personnel. and
the Office of the Judge Advocate General in pursuing tide matter with
us and in effectively IVAding its passage through the Congress,
TWA is one more instance of the s ceesful eoaapk ttoe,of
a task involving helpful cooperation between our res tivs staffs.

MEMORANDUM FOR: THE ACING DIRECTOR
Attached is a proposed letter to Secretary
Zuckert expressing appreciation for Air Force
cooperation in securing congressional approval
of amendments to the Missing Persons Act.
The Gary powers case illustrated the technical
deficiencies of existing law and we persuaded
Air Force to sponsor the legislation and be the
front man for the Agency. While this is not a
major item, certainly the cooperation of the
Air Force has been excellent and I believe a
note of thanks is most appropriate.
