Dear General McCaw:
As the year draws to a close. I wed like to express our
appreciation for the fine assistance whdch your office has accorded
this Agency over the past months.
In the field of patents, Lieutenant Colonel Joseph A. Hill,
Chief of your Patents Division, Mr. Lawrence A. Neureither and
Lieutenant Colonel Harvey S. Boyd have been consistently cos native
and responsive to our needs. The majority of our requests have
involved classified matters which these gentlemen have handled
smoothly and securely.
In the area of contract appeals, we have been well supported by
Colonel E. P. Snyder, Chief of your Contract Appeals Division, and
by Lieutenant Colonel Jack A. Hubbard who recently represented the
Agency is an appeal before the Armed Services Boa" of Contract
Appeals. I am tail that his was a thoroughly professional performance.
We do not have enough work in the areas referred to, to warrant
the establishing of permanent staffs. Hence, it is with a real sense of
appreciation that from time to time we are able to obtain the assistance
of your highly competent staff.

his office has given us in the patent field and on
contract appeals. They have been most coopera-
tive and this means we do not have to build up a
staff with similar capability. General McCaw
replaced General Decker in February 1964.
General Decker is now in Chicago with the
American Bar Associatio
