Dear Senator Fulbright:
Thank you for your letter of 31 March in which you asked
certain questions about the recent Fe rei n Affairs article by Mr.
George Carver. I can well understand your interest in this natter.
The questions you raise ate clearly important ones and we have
given careful consideration to theca.
You ask if Mr. Carver were encouraged by the Agency to
this article. Mr. Carver was not encouraged bthe b
y Agency
to write it but rather bad been approached by the editor of Foreign
Affairs, for which publication Mr. Carver had written a previous
article. it is true that Mr. Carver used information available to
hire by reason of his employ--nent, but the Agency did review the
article prior to publication to determine that it contalnad no classi-
fied information.
It has been the practice for employees of this Agency
occasionally to write articles without identifying their affiliation
with the Agency. I believe that you raise an interesting point as to
whether Agency affiliation should be stated. I would certainly like
to have your views an this question.
Additionally, there are other points raised by your letter
which I very much would Ilk* to discuss with you, receiving your
views and furnishing you our thoughts. I believe that an exchange
of views could be most helpful to us. I ,shall be pleased to :meet with
you at whatever time is convenient.
