Dear Mr. Rayborn:
The Joint Economic committee has undertaken to pre-
pare for publication and submission to the congress a study of
the economy of Communist China. The study will cover the prin-
cipal sectors of production and distribution, as well as provide
an analysis of the main trends in the current domestic and
foreign economic policies of the Chinese Government.
It is intended that this study be supplemented by a
session of public hearings, during which experts on the Chinese
economy will be heard. The project will serve the important
purpose of providing a body of current factual information and
competent analytical comment to the Congress of the United
States, on a large segment of the world economy that obviously
has important implications for the economic policies of our own
country.
In the past year, your Agency has been most coopera-
tive in assisting us in our several studies of the economy of
the Soviet Union. We would like you to help us in the present
study of the Chinese economy. Specifically, we would like the
Central Intelligence Agency to prepare, on the basis of its
continuing research program in this field, the following three
chapters for the contemplated study:
1. Main Directions of Economic Policy
2. Energy Resources
3. Industrial Production
