This letter is in response to your request of
20 October relative to the role of this Agency in
the Department at Commer+r e. review of the Commodity
Control List.
The responsibility of CIA in supporting the
Department of Commerce in its administration of
US export controls, under the Export Control Act
of 1949 (as amended), is limited almost exclusively
to intelligence backup and, with one exception.

Enclosed is a copy of Current Export Bulletin
Number 941 dated October 12, 1966.
As a member of the "Intelligence Community" it is
implied that the Central Intelligence Agency was consulted
before the Commodity Control List was revised. It is also
implied that your organization gave its authorization to the
removal of specific licensing requirements for the categories
of commodities listed in Bulletin #941.
I should like your organization to analyze the list
of commodities as found in Export Bulletin Number 941 and
then send ma a statement which adequately describes the
consultations which the Commerce Department held with your
organization before the Commodity Control List was revised.
I am particularly interested in the dates on which
the Central Intelligence Agency gave its authorization to
permit the listed commodities to move under general license
to the USSR and other Eastern European Communist countries.
If your records indicate various dates-for the many items
instead of one blanket authorization for the entire list,
then it will be sufficient to make ink notations on the
pages of the bulletin itself and to return the bulletin so
annotated (or a copy of the bulletin) as an enclosure to your
reply.
