Reference is made to your letter of 22 January 1965
concerning F. 1.. 88.633, which amended the Foreign Assistance
Act of 1961- in Part, by adding a new section 612(c) with respect
to the utilisation of United States-owned excess foreign currencies.
In keeping with Agency badges handling, utilisation. of the
language of section 612(c) of the Act is not presently C mplated
by the Central Intellig.i ce Agency.

The attached proposed response has been
informally cleared through House Appropriations
Committee and Chairman Moss. The authority
referenced is little more than exercise of the
House rule-making power with regard to an
authority that already existed in the House
Appropriations Committee for the granting of

currencies.
