1. You asked for my comments on the second part of
the 1G's recommendation 10: "If the Agency must retain in-
spection and review responsibility for DOD contracts under
the NRP, include in an Agency Regulatory Issuance clearly
delineated assignments of functions to the DD/S&T Security
Staff and to the Special Security Center for the discharge
of that responsibility". $
2. 1 believe it is desirable to have delineations of
responsibilities of the Special Security Center and the
DD/S&T Security Staff for security surveys and reviews of
DOD contracts under the NRP. I understand the Office of
Security is planning to prepare a proposed regulation or
instruction setting forth the responsibilities of the Special
Security Center and others in this respect. I think this is
a good step.
3. With respect to the costs to CIA involved in in-
specting security pro rams of DOD contractors engaged in the
NRP, only Staff Employees are involved in carry-
ing out these unctions.

SUBILCT: Survey Report on Industrial Security
1, We appreciate the spirit of DD/S's memorandum of
c-December 13 and understand his reasons for non-concurrence
at this time in two of our recommendations.
2. We continue to feel strongly that our basic
recommendations on costs, security classifications and
security standards are especially pertinent to the DD/S&T,
including the National Reconnaissance Program. As we
noted in the sport, "We think it is time to question same
of the fundamental assumptions and premises on which
security programs of the National Reconnaissance Program
are based."
3. We would hope that the Director of Security, the
Deputy Director for Science and Technology and the Director
of Reconnaissance would collaborate on a fresh look at
these matters along the lines recommended.
