This memorandum contains a recommendation for your approval and transmits to you the DDI views on the recently completed 10 Survey of ORR. 2. The AD/RR has made a detailed examination of the I0 findings and recommendations (see the attached report to DDI from AD/RR dated 8 September 1964). 3. I concur generally with the AD/RR's comments and commend them to you. We find ourselves at odds with the majority of the I0's recommendations. In a few cases, we are in full agreement with the proposed action. In still other cases, we believe the findings to be essentially accurate but disagree on what should be done. 4. The degree of differences between the 10 and the AD/RR could, in my opinion, have been considerably narrowed had there been more consultation by the inspection team and management levels in ORR and O/DDI. It would appear that the amount of time spent by the Inspectors with individuals in ORR varied inversely with the responsibilities borne. 5. The review of programs followed the questionable practice of not going outside the office being inspected. Thus the views of consumers of the ORR product were to our knowledge neither ascertained nor weighed. Can we not, in cases where programs involve or affect other components of the Agency or the Government, invoke the doctrine of hot pursuit in arriving at proposed courses of action? Apart from the above, I do not propose to initiate further action unless directed to do so. The requirements of the present Administration and-the ICI being what they are, we do not consider it advisable to reduce the present level of policy support production. An annual review by ORR and ICI, made In conjunction with the Budget exercise, is sufficient to not the level of programs and to make the necessary allo- cation of resources among programs competing for similar "sets. 11. Recommendation In short, I recd mend that the IG's report, together with the action in paragraph 9 above, be noted by the DJ)CI, and that further action be left to the discretion of the DDI and the AD/RR in the light of the new manpower and budgetary situation.
