THE DIRECTORATE OF SCIENCE AND TECHNOLOGY

The Directorate of Science and Technology was formed to
provide a major unit of organization with the means to perform
all scientific and technical functions in the Agency. This
Directorate can start with an original concept or idea, furnish
and guide the research, development, testing, and operational
use of the collection device--then analyze the collected data
to produce finished technical intelligence, and, provide the
feedback for system improvement. (Refer to attachments)
The following six independent, yet inter-related, com-
ponents make up the Directorate:
(a) The Office of Special Activities develops
and operates highly sensitive technical collection
programs. These include advanced reconnaissance
vehicles in air space and outer space.
(b) The Office of ELINT provides technical
support and guidance for collecting, analyzing, and
reporting the product of Agency ELINT projects.
(c) The Office of Research and Development develops
advanced concepts in the scientific field for application
to intelligence collection systems.
(d) The Office of Scientific Intelligence analyzes
the collected intelligence information and collates it
with all other sources to produce a finished intelligence
product.

(e) The newly organized Foreign Missile and Space
Analysis Center will become the focal point for the com-
plete analysis of all data on Soviet missile and space
firings.
(f) The Office of Computer Services provides
computer support in both a technical and non-technical
capacity to the Agency.

It is this sort of elite thinking, operating, analyzing,
and reporting that the Directorate of Science and Technology
couples together within the Agency.
To assure that new ideas and achievements from all national
resources are funneled into the Agency, I have created a
Scientific Advisory Board. Prominent scientists from several
disciplines review and guide our effort and point out newly
emerging scientific developments having possible applications
to intelligence work.
The CIA Research and Development Review Board, chaired by
the Deputy Director for Science and Technology, assures
internal coordination of the scientific and technical effort
and acts as the implementing body for the recommendations of
the Scientific Advisory Board. 25X1
The DD/S&T is staffed with approximately I Iprofessional
and clerical personnel and has an operating budget
