Attached hereto is a letter which I asked
to write me after he had had a chance to th
certain matters he discussed with me at our last interview.
I think you will agree that he has attempted to write a con-
structive contribution, and I feel that it is worthy of our
thoughtful consideration ?--- in our own interest.
2. Would you please put a smaU group of senior of-
ficers to work on the suggestions in this letter, and let me
have, within a reasonable period of time? considered reactions
to the proposals. Given the manner in which the letter is
written, I will leave it to you whether to show it to this
group in toto or whether to rewrite it in a somewhat less
forthright form to obviate any initial irritation which might
prejudice the basic ideas,
