to call General LeMay to offer briefing
for General Power on behalf of DCI.
Mr. Cline is to represent DCI, but
Mr. McCone wants to pin down. fact
that briefing is for SAC Commander,
not his troops. They will, of course,
attend.

SUBJECT : Briefing of General Thomas S. Power,
Commanding General, Strategic Air Command,
on NIE 11-8-62.
1. This memorandum requests your action in paragraph four.
2. In accordance with your wishes, a team of intelligence
officers will travel to Headquarters, Strategic Air Command to brief
General Thomas S. Power and selected officers of his staff on
NIE 1l-bi-62 during the week of 16 July, subject to availability of
the complete text of the Estimate.
3. It is proposed that the following Agency officers make
the trip together with an officer from the Defense Intelligence
Agency:

- Office of National Estimates
- office of Research and Reports
It is suggested that you advise General Power of your will-
ingness to send a group to brief him on the Estimate before we proceed
