The DCI, in a phone call from the
West coast on 25 August, was informed as
to the status of the response to the Killian
board proposals regarding the Baldwin story.
He was told that SECDEF boggles at the
suggestion that memos for the record be filed
after contacts with the press.

The DCI said he knows that his
responsibilities are concerning investigation
of intelligence compromises but he would like
to know what the law and NSCID's say about
his responsibility to institute controls.
I will see the DCI in New York Thursday.
Please let me have an appropriate memo on
Wednesday.
