General Carter today received a phone call from
C. Foster concerning the soviet statement at Geneva
today calling for tern iination of all nuclear testing by I January 1963.
it was felt that the :` should reply to this immediately.
felt the Presl4ent at his press conference today would welcome
the offer, stipulating the need for a verification inspection system..
