Approved For Release 2002/08/21 : CIA-RDP80B01676R0002001400 -9 ER 62-8053 2 November 1962 MEMORANDUM FOR: General Carter Mr. Kirkpatrick v-Executive Registry Sometime ago, Mr. McCune requested a different procedure for handling mail coming from outside the Agency addressed to him personally or as Director of Central Intelligence. The immediate occasion involved a letter from Arthur Krock which was never rough to Mr. McCone's attention and which was finally answered by Carter during Mr. McCcnae's absence. During the recent period of activity. mail for Mr. McCone was held and assembled until he had a chance to review it. The accumula- tion was reviewed by him on 1 November and he reaffirmed his desire that such corresponience be brought to his attention promptly and be- fore action was taken. Included in this batch of mail was a letter from former Senator Herbert Le hzndated 10 October inquiring as to why the Senator no longer receivedl -1 Mr. McC%'?ATSPEC thought this letter should have been handled by him per sue y and promptly. I am still not clear as to precisely what did happen to it. In any event. Mr. McCune wants his letters brought to his attention daily by the undersigned who suggests that a paper be prepared to accom- pany these letters recommending action before such action is actually undertaken. For your inforrnatbn. in several instances on 1 November, the Director elected not to reply to correspondence for which letters bad been prepared.
