REFERENCE:
1. At the Special Group (CI) meeting of 23 August, as result
of discussion of the Southeast Asia status report, the DCI asks
elaboration of the phrase,
Action: C/FE to prepare appropriate response
for submission to O/DCI via DDP(SGO),
by Wednesday afternoon, 29 August.
2. There was a discussion of Governor Harriman's proposal
to send a Washington team to study the political situation in South Vietnam.
suggested a team go in advance of General Taylor's visit.
1Wr. Gilpatric and General Len itzer opposed Harriman's suggestion.
The DCI took the position that the Ambassador, General Harkins, and
COS, Saigon could establish their own "Board of Estimates" on the
scene to analyze and assess the situation. The matter was left unresolved.
