On 26 January the DCI appeared before the Senate Foreign Relations Committee for an important briefing. The morning of 26 January the Agency was in receipt of important current intelligence on the developing situation in South Vietnam which ultimately culmi- nated in the coup of that date. The Agency failed to get this informa- tion to the Director in time for his use at the Congressional briefing. This is a failure both of the system and of individual judgment. 2. In order to insure that no such failure occurs again, it should be understood by all that it is the responsibility of AD/CI to check with in the DCIIs office and I in the DDCI's office to determine whether the DCI and DDCI have been advised of important developments and to insure that they are so advised either by the Executive Assistants or by the Watch Office. It is the responsi- bility of all other components to check with AD/CI if they believe that the DCI or DDCI should be alerted to any development in their areas. The fact that the offices of the DCI and/or DDCI are listed on the distri- bution of a cable does not automatically mean that the DCI and DDCI have been advised personally. 3. It is the responsibility of the Cable Secretariat and the Intel- ligence Watch Office Group to insure that the most prompt distribution is given to any substantive cables of an important nature. Several times in recent weeks I have been informed by Mr. Cline that both CIA and non-CIA cables containing positive intelligence of concern to DDI have been delivered to others some- time before they were delivered to him. This has caused Mr. Cline embarrassment and concern at meetings since he would not have information as current as others in attendance. 2. The Cable Secretary informs me that dissemination to DDI is made in accordance with approved DDI requirements (Attachment A). Delivery of cables is made to DDI via SIDO, by tube during the day and by a SIDO Watch Officer at night in accordance with procedures (Attachment B). This practice should in most cases ensure delivery to the SIDO for Mr. Cline of any cables prior to those delivered to the Director. In all cases delivery to DDI would be prior to or concurrent with delivery to the Director. 3. Certain CIA cables are suspended for DDI because they contain sensitive operational material. In these cases the DDP Operating Unit is responsible for releasing the intelligence content with the least possible delay in accordance with Attachment C. 4. The purpose of this memo is to inform all concerned of the manner in which dissemination and delivery is made to DDI and to invite comments as to any changes necessary. 25X1 25X1 Lyman 13. AD /CI envelope containing TD's and cables including TS items and LD/SS green sheet items. all 3. Seal/of above material in one large envelope and hand to S/S courier for delivery to SIDO without receipt unless TS items are included. Whenever TS items are included in the package attach envelope receipt, form 240A, and mark the large envelope "VIA OFFICER COURIER". The receipt should show only the Cable Secretariat TS control number(s) of the items enclosed. 4. Couriers making deliveries e:: TD's and picking up cables from other agencies will wait for advanc copies to be pulled for SIDO on all night schedules. During the day (M(. -n ay-Friday) advance copies for SIDO should be sent by tube and couriers d not wait v hile the copies are pulled. 5. Clandestine Services cables containing positive intelligence can be grouped as follows and will be disseminated as indicated. 1) Intelligence Information Cables - These are cables which contain intelligence information arranged in a prescribed format.
