I. On 13 October the ICI discussed with the Secretary of Defense the question of polygraphing employees at NPIC and In other military installations handling sensitive intelligence information. The Secretary of Defense is anxious to institute a system of polygraphing military personnel assigneca to NSA, but he feels that the polygraphing of personnel who have been working at NPIC for some titne might create some problems. 2. The DCI and Secretary of Defenaei agreed that all now assignees to ITC from the military service or DLA would be subjected to regular CIA personnel procedures including polygraphing. With regard to the personnel presently assigned to NPIC from the military, CIA will con- clude its security check without the use of the polygraph. Assistant Secretary of Defense Norman Paul has been advised of the above proposal, and the undersigned will discuss with him the implementations of the neces- sary procedures in the DOD. Lyman 13.
