Measures for strengthening the counterintelligence posture
REFERENCE: of the United States
1. On 5 August 1964 the Director sent to McGeorge Bundy
a report on actions taken to implement PFIAB recommendations
in the field of counterintelligence. With respect to recommends-
tion Number 7. the Director's letter promised a joint DOD/CIA
report "in the near future."
Z. Mr. Bundy's reply of 18 August 1964 (copy attached)
now asks that this joint report be submitted to Mr. Bundy and
F'FIAB by I October 1964. To meet this deadline, would you please
prepare a reply for the Director's signature by 28 September?

SUBJECT: Measures for Strengthening the Counter-
intelligence Posture of the United States
Reference is made to the two memoranda from the Director
of Central Intelligence dated August 5, 1964, in response to
my June 17 request for reports concerning certain recommenda-
tions which were made on the subject by the President's
Foreign Intelligence Advisory Board on November 22, 1963,
following its review of the Dunlap espionage case:
(1 memorandum enclosing the report of the United States
Intelligence Board an implementing actions taken with respect
to Recommendations 4, 6, 7, 9, 10, 12, 13 and 21 of the
President's Board; and a report on actions pursued by the
U. S. intelligence community, in lieu of establishment of
the interdepartmental mechanism proposed in Recommendation
No. 11 of the President's Board, to assure adequate measures
to provide guidance, coordination and exchange of information
among U. S. agencies in the counterintelligence field; and
(2) memorandum presenting the joint report of the Department
of State and the Director of Central Intelligence with respect
to Recommendations 14 through 17 of the President's Board.
The two memoranda are being referred to the President's
Foreign Intelligence Advisory Board for consideration in the
course of its continuing review of foreign intelligence and
related activities of the United States.
Noting the reported status of actions being taken to
meet the objectives of recommendations which the Board has
made in this important area it is requested that the Director
of Central Intelligence, in consultation with member agencies
of the United States Intelligence Board, continue to place
priority emphasis upon counterintelligence programs and
procedures to protect senaitive intelligence data, sources
and methods against espionage penetration attempts on the
part of hostile intelligence organizatio s.
