1. I wish to be, assured that the Agency regulations which will
administer Agency retirement legislation are prepared and fully coor
nated at the earliest possible date. Even though the prospect for an
enactment of the legislation We law does not appear iaa raizent. there
is no assurance of this and we must be ready to administer the
logisla?ion.
2. In approving our submission of this legislation* the Bureau
of the Budget stipulated that Agency regulations ie.plem
legislation. particularly that aspect conceer *ed with who would be
covorod. were to be submitted for approval to the BOB in advance of
approval of the legislation. I see no reason why we cannot begin to
work with BOB as soon as we have ourselves decided on the contents
of these regulations.
3. Because this legislation is of such extreme importance to
so many of our people. I am aware that it will not be an easy Job to
develop coordinated regulations. Therefore. I suggest that you assign
whatever manpower you feel is necessary so that you will be able to
submit coordinated regulations for the approval of General Carter and
me. 09 later than June 1.
