I .am concerned that some Agency components may be a little
casual in their use of consultants, and that basically we have no
system for insuring that they are economically and wisely used. As
we now operate, the signing office on consultant fees is decentralized
and there- is no way for the individual approving such vouchers to
know what the consultant was used for and whether he was wisely used.
I, therefore, would like to have you examine the feasibility of having
all vouchers submitted simultaneously, with a memorandum for the
record by the Agency officer employing the consultant of what the meet-
ing was aasp_ut and what results took place.
