Approved For Release 2002/09/04: etk-1DP80B01676R000400160036-7, (CLASSIFICATION) ACTION MEMORANDUM OFFICE OF THE DIRECTOR TO : eputy Director/Support SUBJECT : REFERENCE: Action Memorandum No Date 9 April 1963 _Manning for the Future Housing of CIA Units not in the Headquarters Building 14 As I mentioned to you last week, I had the opportunity to discuss with the Director the progress that we have mad* thus far in planning for the location of the CIA units that have been left out of the Headquarters building. You will recall that the original request stemmed from the Director's Instructions, following & visit to I to find better quarters for 25X1 the TSD. The following information is for your guidance as to the Director's current thinking on this subject. 2. I advIsed the Director that the A/DDS had set up a lunch with ly, the Commissioner of Public Buildings, explaining in broad terms problem was to locate space of approximately square feet to 25X1 madate the CIA unite not in the Headquarters building. I advised him that the cussion had ranged from attempting to lease a building at that use to private enterprise build the building and then leasing it, to building an to the present CIA building. I pointed out to the Director that since the meeting with Mr. Daly, there had been further discussions with GSA, and that the general feeling seemed to be that it would be more economical to build a CIA annex to the Headquarters building inasmuch as there was no building of this eine presently in the area or planned, and that it would be more expensive to rent. Mr. McCone asked as to the general thoughts about the annex and 1 briefly described the advanced planning of a building behind the present one connected by either wings or covered walks at the cost of $20-23 million. Mr. McCone then inquired as to the various units outside the building, and gave him a general run-down of those exclusive of NPIC, and their present locations. The DCI asked that, in this planning, in addition to working on an annex, the planners give consideration to the possibility of one or more satellite buildings around the main building which would house elements which, for security reasons, we wish to keep compartmented. He also asked that we give consideration to the possibility of such an alternative as moving the entire DD/P organisation out of the building, and perhaps even out of Washington to someplace such as New York. Finally, he asked for an indication of interim planning, pointing out that even under the most advantageous efforts, it would be 1967 or 1968 before we would be able to complete an annex. 4. The above is to give you guidance as to the Director's views; obviously he expects both initiative and imagination in the planning, although all of his thoughts should be given due weight. Would you please arrange to see that I am kept periodically informed of the progress on this, as if we are going to move ahead, we should probably do something during this session of Congress.
