REFERENCE:
1, Reference is made to the minutes of the Special Group
meeting of 25 February which read as follows:
" In light of the long delays which have been accomplished
in the Far East in mounting reconnaissance missions, because of
bad weather, the group agreed that current restrictions should be
relaxed somewhat. It was recognized that in some cases it will be
preferable to get only a part of what is desired rather than to remain
grounded indefinitely. "
