As you know, for some time we have been receiving
intelligence memoranda from Roger Hilsmanr s office in
State Department. It has been the practice for you to
send them directly to Mr. Elder or me for possible use
as briefing material. We have cleared such memoranda
through this office quickly, and routed it to

in OCR for reproduction and dissemination throughout the
Agency.
It is requested now that this procedure be changed. Will
you please route them through the Executive Director, to the
DDCI, to Mr. Elder or me, and then to the DD/I.
Please confer with I in the
DD/I office to alert them to the new routing. I believe
they will want to make arrangements to send the memoranda
onward from. the DD/I office to OCR for appropriate handling.
