Director of Training SUBJECT : REFERENCE: Date 't7 October 1962 1. 1 recently had an extended and very interesting discussion with one of our senior officers back in the United States an home leave after two tours of duty abroad. He is now returning to his post for the third con- secutive tour duty. He noted that during his home leave he had travelled rather extensively in the United States, particularly in the :East and Middle d had been greatly impressed by the tremendous changes in our country, and by the realization that he had lost touch with the progress of the country and. had forgotten t ha dynamic vitality of the nation. He said that he :ought it would be very useful if returnees were afforded some sort of organized reorientation the country to bring them up to date and to make thorn aware of recent developments. I noted that I understood that the Department of State d this and took groups of Foreign Service Officers on tours to important factories, various cities, academic institutions, etc. (t was not aware as to whether this was part of the Mid-Career Course or how State handled it. ) eed a strong viewpoint that we should try to participate in this program of State's or, if that was not possible, perhaps we could establish one of our own. 2. The purpose of this mer-norandurn is to commend this to your attention and to urge that as we develop our mandatory training program, reorientation of this nature be an integral part of it.
