MEMORANDUM TO: Director of Central Intelligence
The President has recently asked General Taylor to comment
on the military build-up in East Germany. He raised the
following questions:
What is the significance of the recently reported
military build-up in East Germany? Is it in fact
so intense that it has depressed living standards
in East Germany? Does it appear to be a prelude
to Soviet actions or a basis for Soviet threats in
Berlin ?
He would appreciate your comments as well.
