NATIONAL SECURITY ACTION MEMORANDUM NO. 189
TO: The Secretary of State
The Secretary of Defense

SUBJECT: Presidential Meeting on Laos, September 28,
At the meeting to review the situation in Laos held in
the Cabinet Room at 11:30 a.m. on September 28, 1962, the
President took the following action:
(1) authorized the withdrawal by October 7, 1962 of
the remaining elements of MAAG Laos in accordance
with the Geneva Agreements;
'2) authorized a special U. S. contribution to the
Royal Lao Government for the month of September
not to exceed $2 million;
(3) approved a review of intelligence data concern-
ing Viet Minh withdrawals from Laos in order to
ascertain what information could be given to the RLG
and the ICC in Laos without jeopardizing the integrity
of intelligence collection;
(4) approved the retention of U. S. combat forces
in Thailand pe_iding a further review of developments
in Laos.
