MEMORANDUM FOR SPECIAL GROUP
SUBJECT: Proposal for U.S. Air Reconnaissance in or From 1,=d?a
Following up our brief discussion at today's meeting, and at the
direction of Secretary McNamara, following are the facts concerning the
proposal to send U.S. Air Force photo reconnaissance aircraft to India:
1. Contemplated unit would be a small self-contained force
of 4_; RF-l0l's, which would carry to its station its own capa-
bility to process and interpret photos. The aircraft would re-
tain their U.S. markings, and would be operated by U.S. personnel
in uniform.
2. The missions would include tactical reconnaissance, but
would be restricted to Indian territory under normal circum-
stances.
3. The aircraft could be positioned in 3-7 days from the
date of decision. The base has not been determined, but the
likely candidates appear to be Calcutta and possibly Tezpur.
The need for reconnaissance appears substantially clearer on
the Assam front than in the Ladakh area, although the latter
cannot be excluded.
We have prepared a Joint State-Defense message seeking New Delhi
views on this proposal, and Mr. Nitze has It with him for discussion
within the Harriman Team and with U.S. contacts In India. In the exist-
ing p4iitical situation, Mr. Talbot believes that It should not be dis-
cusses Ith the Indians themselves, at least pending a clarification of
their jsition on the cease-fire offer.
