ailed Bob Amory to discuss the Foreign Affairs Academy
with him and ask him the general status of this propoeal. Hit commented
that the Perkins Panel was scheduled to meet all oay next Thursday the
.7th, but that there was some uncertainty about their meeting and about
the over-ail proposal for a i'oreign fiats.* Academy. He said that the
erkiea Panel was quite upset by the Merchant Report and particularly
Dout the defensive attitude of the Foreign Service Institute. They felt,
as some people in the government felt, that State WIL4 unwilling to view
a ereign Affairs Academy in the broad perspective of an educational
institution which by its very nature would engage in controversy and would
create controversy. The Perkins Panel apparently feels that State views
the proposed Foreign Affairs Academy as nothing more than an expanded
Foreign 3ervice Institate, and that none of them believe that this was
either the proper objective or worthwhile. Consequently, there was some
question as to whether the Panel would meet and even a greater question
as to what would happen in the future. He said that he had dieceesed the
rziatter with Bundy and Karmen; and the three of them believed that if
itate would agree to nothing more than an eitpan?ed Foreign Service In-
stitute, which could be accornpiiehel by administratiNe action, then there
was little purpose La pursuing the teen* any farther.

the principal officari of the agencies concerned going into more detail on
our capability, provided that it was classified and did not receive distrib-
ution or publicity outside of the government. Pe said he didn't think this
was necessary, but then 11.110.red that perhaps because he and Sam lielk,
who le handling the matter in the white House, know the Aseacy so well,
that they didn't appreciate what was being left unsaid. He said that if wit
would wish to prepare a paper to do it in multiple copies and send it to
'Jain Belk.
