MEMORANDUM FOR: DDCI
SUBJECT : Assignment of a CIA Officer
to the National War College Faculty
This is a subject which was raised most informally by
Ambassador Berger, now on the War College staff. He discussed
it with some of our people who thought it was interesting, and
apparently has mentioned it to Admiral Fitzhugh Lee. This is
about as far as it has progressed at the moment. The next step
is for me to have lunch with Sam Berger and see if we think it would
be feasible. If we agree that it would be, then we would want
Berger to sound out the National War College faculty and staff to
see if they would be receptive, which is questionable. If it progresses
this far favorably, then, of course, it has to go to the JCS for their
approval. The attitude in the Agency is also skeptical, so there is a
certain amount of proving to be done on both sides. I therefore feel
that it is very premature for General Carter to concern himself with
it other than being kept informed of the progress.
