September 9, 1963 I respectfully object to the use of United States Taxpaid funds supporting the secret police of South Viet nam's President Diem through appropriations to the CIA. This use was reported today by a national wire service. You have taken necessary positive steps by public pronouncement and by selection of Ambassador Lodge to disapprove of the repressive police state brutality of the No and Diem families. However, you cannot convince the Vietnamese by speeches that the United States desires freedom for all peoples as long as the Ngo secret police are paid by us. I am aware of the difficulty of finding or promoting a rep'acement for Diem, and of the danger of South Vietnam and then southeast Asia falling to communism. Yet I earnestly request that support of the Nge secret police with United States funds be stopped, since this can be done while continuing the military aid the Vietnamese army needs.
