I. A study of YC/PAVN morale should be undertaken as a
matter of high priority in order that the Agency may be responsive
to a request from the Secretary of Defense in the pr c ion of a
very important paper in connection with the Vietnam situation.
2. Mr. Helms has approved the proposal in the attached ref-
erent memorandum unless there is some overriding reason of great
importance why the individuals named therein cannot be made avail-
able. If there are any such reasons. please communicate with me
without delay.
3. The task force should be act up without delay, and its
