You will recall that at our luncheon meeting on 4 May, Secretary McNamara requested Admiral Raborn to initiate a CIA study to analyse the will of the Viet Cong and North Vietnamese to continue with the war in South Vietnam. We have a large task force currently engaged in research on this problem. \In large measure the ideatification of probable pressure points influencing Communist attitudes depends on 'the courses of action to be taken by US, GYN, and allied forces. 1 appreciate the sensitivity of much of the military planning data related to projected US courses of action. In order to do the best job possible, however, f\would appreciate your making some of these data available to us. 2. The specific data we require areas follows: a., The planned levels of U. S. and OVN air fCrces and the planned levels of combat strike tad support sorties by monthly rate of butld-up thrOugh June 1961.
