SUBJECT: Alleged Viet Cong Desire for Talks in Paris With
Unofficial US Representative
1. On or about 9 January, Pierre Salinger received
from Daniel Anselme a telegram which, according to an agreed
code, indicated that NPLSV representatives in Paris did not
desire to talk with a private US representative on possible
terms for the settlement of the Vietnam situation.
2. As previously reported, Salinger had been approached
by Anselme and another French leftist who claimed that "Viet
Cong representatives" in Paris had quite reasonable terms
for negotiating an end to the conflict in South Vietnam and
that they would be interested in a "friendly discussion" of
these terms with a private but responsible US citizen.
Anselme was to contact the Vietnamese representatives to con--
firm his belief and advise Salinger whether or not they were
interested in meeting such a US citizen.
3. As a result of Anselme's negative telegram, Salinger
now views the matter as closed.
