SUBJECT: Visit of Dr. Kinzel - RDRB Meeting
29 June 1963

1. Schedule of Activity, Thursday, 29 June.
a. Dr. Kinzel arrived on time from New York, and we
got to Langley at 0930.
b. From 0930 to 1000 Dr. Kinzel was checked out for any
Agency clearances he had not previously had.
c. Dr. Kinzel met with the Director from 1000 to about 1030.
d. From 1030 to 1130, at the Director's request, Mr. Kirk-
patrick briefed Dr. Kinzel on the organization of CIA, with particular
attention to the components having some R&D responsibilities.

f. Dr. Kinzel rode with Director to the RDRB meeting at NPIC.
At NPIC Mr. McCone addressed the RDRB (the same as the lunch group
but with the addition of Mr. Lundahl and minus Mr. Kirkpatrick) for a few
minutes about the reason for setting up Dr. Kinzel's Advisory Board. The
group then moved to the auditorium where Lundahl and company put on a
first-rate briefing. (Agenda attached. ) The Director left at 1500. The
rest of the group stayed until 1630.

g. Dr. Kinzel departed for New York at about 1730 with Bud
h. Dr. Kinzel plans to be here next Tuesday, 2 July. He arrives
by shuttle at 0920.

2. Other Business.
a. telephoned on Wednesday to say he would like
to sign on at the fickle works starting about 1 September. I asked
Dr. Kinzel, per your request, how he would feel about having as 25X1
his assistant. He said he thought first should learn about CIA, and 25X1
that he (Kinzel) at the start would rather have an Agency man who knew the
ropes as an assistant. I told him it was my understanding that you intended
to provide him with Agency staff support. We left it that he would discuss
with you on Tuesday the exact use of 25X1
b. Dr. Kinzel left biographic data on three men whom the
Agency might wish to pick up. (Data attached. ) Dr. Kinzel's comments
on each are:

3. Do you wish me to set up a schedule for Kinzel so that on his visits
to Washington this month he can get briefed on our major R&D and S&T
efforts ? Where would you like him to start off tomorrow? If you are able
to see hiMA at what time do you wish to do so? Do you wish him to get the
usual consultant fee We have done nothing to alter the
arrangement he previously had with the DeFlorez board.
4. I believe you will wish to clear up with Kinzel the job will 25X1
perform. Then I can arrange for salary, slotting, etc.
5. In regard to the other names that Kinzel submitted, I believe the
important thing here is (a) whether Kinzel believes they would be useful in
supporting the work of the Advisory Board or (b) whether he believes they
might be good men for CIA with or without the Board. If the latter, I can
run their papers through the mill in the usual way. You might wish the
RDRB to discuss the best use for such men.
