At the SCC meeting on PRM-22 we came to a stand-off between those who advocate an active policy and those who advocate a passivc, policy (me). As a result, there was a consensus to postpone any decision until our final report on threat evaluation and benefit eval- uation is available. I promised that in three weeks. Please be sure we are moving ahead to meet that timetable and let me know promptly if there are any roadblocks. 2. In the meantime I would like to prepare our final report now. We can always fill in the blanks or adjust as necessary. In point of fact, I suspect we have all the threat information we need at this time; only our confidence in it will change between now and the end of the study. 3. I suggest that the report be divided as follows: a. Evaluation of the threat, in about four paragraphs of two sentences each: military; commercial; political; private. b. Evaluation of the benefits we receive: worldwide; Moscow; Leningrad. NSC review completed.
