I wish to amplify what I said at the close of the
Technology Trends. Colloquium. The accommodations and
support provided by the Academy were first-rate as I myself
saw, as expressed to me by those here responsible for the
colloquium, and as expressed by many of the participants.
Your people clearly earned a share in the success of
the colloquium. I especially wish to pass-on our thanks to
Lt. Cynthia Mady who identified and followed through on all
arrangements; to Major Christmas, Lt. Gray and all the
Marines for the efficient and high-spirited attention they
gave to our security needs; and to CWO Mickey Sullivan and'
Mrs. Darlene Hill for the competent and extra effort they
gave to the handling and mail-out of the classified material.

DESCRIPTION OF REORGANIZATION
OF
INTELLIGENCE COMMUNITY STAFF
The new Executive Order on Intelligence (#12036) centralizes
direction of our national intelligence effort somewhat. At the
same time it preserves the strong and legitimate interests of the
military in national intelligence. Thus the Order gives the DCI
authority to 'task all of the agencies of the national intelligence
community that collect intelligence data, but leaves management
control of those presently housed in DOD -- the NSA 25X1
in DOD. The objective is to achieve greater coordination
effort and greater efficiency through more centralized direction
of the total collection effort.
The Order directs that this be accomplished through the formulation
of a National Intelligence Tasking Center (NITC). We propose to form
this Center by dividing the existing Intelligence Community Staff into
two roughly equal segments. One, a proposed new office, to be titled
Deputy for Collection Tasking, will be built around the existing
"collection committees," one each for HUMINT, SIGINT and imagery.
The committees today transmit the DCI's tasking requirements to the
Program Managers who conduct the day-to-day collection operations
(except for HUMINT Committee, which will gain four (4) positions for
this purpose). Analysts who need information contact the committees
with their requests and the committees sort out priorities before passing
the requirements on to the appropriate Program. Managers. This process
will remain substantially intact.
What is lacking under present conditions is any mechanism for
ensuring that all possible collection systems are equally considered.
That is, if a collection requirement is given to one of the committees,
it will consider its systems only and the customer must then canvas
the other committees as well. Duplicatory competition or failure to
take full advantage of alternative capabilities frequently occurs.
The new NITC will establish a number of geographically and topically
oriented teams to address the question of what mix of HUMINT, SIGINT
and imagery will best meet a given collection requirement. These teams,
in short, will attempt to ensure that the optimal mix of resources is
applied, neither overlooking nor wasting resources. The NITC will
develop "strategies" or plans for bringing collection assets to bear on
a problem. They will provide these to the three committees who will
in turn res and to customer requests within those guidelines. An
additional positions are requested for this function.

That portion of the NITC which concerns itself with managing
collection assets during time urgent crises will be located in the
Pentagon. It will share facilities and personnel with the Pentagon's
Collection Control Facility (CCF) which handles the military input
into national collection as well as managing tactical collection
efforts. Thus the CCF/NITC combination will be an ideal locale to
monitor the national tactical interface in its operational aspects.
Additionally the Deputy for Collection Tasking will be an advisor
to the DCI on how well the technical capabilities of existing systems
are meeting these requirements levied to the DCI, and on what
collection systems would best help to meet those requirements in the
future. In short, from the point of view of the collection of intelli-
gence only, this office will advise the DCI how well he is doing
and how he might do better. An additional positions are requested
for this function.

and an office of administration support. The entire office would

The other part of meeting the requirements of the new Executive
Order is to match the remaining half of the IC Staff with the new
DCI authorities for budgeting. These authorities are to: prepare the
National Foreign Intelligence Program Budget (NFIP) for presentation
to OMB and the President; to defend that budget before Congress; to
manage all reprogramming requests; and to monitor disbursements.
It is proposed that this staff would be called the Deputy for Resource
Management. This separation of the budget function from the
collection function is a natural evolution of the Intelligence Community
concept. The two functions have been housed together in the IC Staff,
but in effect handled separately. Moreover, having them separate will
permit the Deputy for Resource Management to check on the budgetary
efficiency of the collection side of the community as objectively as
he does on the production side.
Finally, this organizational arrangement provides the DCI with
one Deputy for each of the basic functions of intelligence--collection
and production--and a third Deputy for overseeing the allocation of
resources to and between them.

FY 1978 Reprogramming of Staff Functions
The specific authorities for which I am formally requesting your
approval are as follows:
? Utilization of -positions from the IC Staff authorization
and related funds for t e magery, SIGINT, and Human Resources Col-
lection Committees to establish the new National Intelligence Tasking
Center. In addition, three positions and related funds for the
Security Committee would be transferred to the CIA. Finally, the
residual ^ positions--the nucleus of the Resource Management Staff--
will be augmented by positions, and the National Intelligence
Tasking Center augmen ed by n positions and related funds. This
augmentation is needed in or er to povide the first increment of
adequate staffing for the full range of Community functions
envisioned by the new Executive Order and as described in my.
recent appearances before Congressional Committees responsible for
appropriations and oversight.

The repositions requested for the Resource Management Staff will
be utilize to implement the expanded budget responsibilities explicitly
charged to me under Executive Order 12036 and to create an Office of
Community's ADP and telecommunications efforts so strongly urged by
the Congress in recent years.
I believe this proposed use of FY 78 funds appropriated under
Title VIII represents full compliance with both the letter and spirit
of that Title. Moreover, the added spaces and associated funds which
I propose to derive from CIA accounts represents the net requirement
involved in creating this new organization--the NITC--which was not
envisioned when Title VIII was passed.

of some comment on these two issues will be

will continue to be the inadvertent remark,
the mistake or other untoward event that results
in an exposure of somthing we would prefer
not to be revealed. We need to be more alert
to maintain and improve our security. In
addition, we are faced with some situations
in which it is difficult to exert control.
Our dealings with our congressional oversight
committees has the effect of placing our
sensitive information outside the control of
the Agency. In this context, we work closely
with those committees to maintain the
confidentiality of the information we provide
to them. In the case of the ITT/Chile trial,
we are faced with the problem of the disclosure
of confidential information as part of a
government case being brought against the ITT
officials. In this case, we are working
closely with the Attorney General to minimize

operations. At the same time, it is

reassuring for me to be able to report
to you that the highest authorities in
our government are directly interested
and involved in maintaining our ability
to protect our sources and methods. I
would welcome any comments or recommendations
you may. have. I know that you will keep
plugging to reassure our friends and allies,
and you can rest assured that we will keep
plugging here to prevent unauthorized releases.
I believe we should exhibit external
confidence and maintain internal vigilance.
