At the last Presidential briefing we talked about the problem of leaks. I proposed that the President ask Birch Bayh and Ed Boland to come to the White House for a discussion of the problem. It was agreed that I would develop a paper outlining the extent of the leaks we have experienced in recent months and the damage that had been incurred. 2. Attached is a copy of that paper. I would appreciate your delivering it during the Presidential briefing this Tuesday, along with the suggestion that I send copies of it to Bayh and Boland. The two Chairmen then can have read the paper before any meeting in the White House.
