By coincidence, I cane across this just a few hours after our discussion with 25X1 One of the topics in that discussion was t a e or conservation being experienced around the world. After reading your study, I had several thoughts on this subject: a. Could we not produce this in an unclassified version? I see that it is only "CONFIDENTIAL 0" It seems to me STAT that simply toning down a few comments about the 25X1 I Iwould reduce it to unclassified, as long as the rest of your statements about foreign governments are essentially factual. Since Othought he was telling us something quite new, it might be helpful if we could make the kind of information he was discussing more available. b. Is it possible to make rough estimates of 1977's performance? If you can, I'd like to have this material condensed into a briefing for the President. With it I'd like to have a chart that shows your four energy-consuming sectors and some indication of the performance of various countries in each of those plus their overall performance.
